Abstract

This study’s objective was to Research of a “choice” school that operates under a performance contract which details specifics as the school’s mission, program, goals, demographics of the students served, methods of assessment, and ways to assess success. Such educational arrangements are known as charter schools, which are publicly funded schools that have greater accountability for academic assessment and fiscal practices, while receiving more independence and experiencing fewer regulations than traditional public schools. Research shows that there is a fair amount of success with this type of contractual education, and that a fair amount of issues accompany the success, such as fluctuating changes in student performance that are immeasurable by test scores. Another issue with the contractual educational facilities that is heating up in recent months is the conflict that arises between this type of learning environment versus the traditional public school system. This paper examines differing authorities in an attempt to determine whether charter schools are achieving their intended missions, or falling short of their goals – the verdict of this author’s research is that the structure is conducive to innovative practices, although the overall end results demonstrated by charter schools does not measure up to their tangible and intangible costs.

This study into the report card of charter schools in the United States will attempt to decide whether this mode of education is more or less successful in the quest of education.  The unique research covered in this study represents the most recent journal articles that are related to these public schools that are operated independently of the local school board. Charter schools being unique in that they differ in various degrees from the curriculum and educational philosophy of other schools in the same system, they can also take the form of experimental public schools for mainly primary, but some secondary, education.

Charter schools do not charge tuition and frequently have lottery based admissions. They, therefore, provide an alternative to public schools, oftentimes offering a curriculum that specializes in a certain field– e.g. arts, mathematics, etc. Others simply seek to provide a better and more efficient general education than nearby public schools.

Public school funding in the United States is not a product of intelligent design. Funding programs have grown willy-nilly based on political entrepreneurship, interest group pressure, and intergovernmental competition. Consequently, now that Americans feel the need to educate all children to high standards, no one knows for sure how money is used or how it might be used more effectively (Hill, 2008).

These institutions are also exclusive in that some are created and organized by teachers and or parents and or community leaders, in a totally autonomous school environment, while others are state-run charters that are unaffiliated with local school districts and founded by non-profits such as universities and government entities that may appear in clusters across a geographic area.

Online Education~ a Brief History

Moving back in the time zone to a couple of decades earlier, how do you see a person who has earned a bachelors degree? He or she may be in their early twenties; staying in a hostel or near the university with parents sending the term fees. All the student had to do was go to the university every morning, attend classes all day, make projects and assignments, come back to their accommodation in the evening and prepare for the next day. Even this was only possible for those who could afford to pay the University dues in time and had some one back at home to do the earning. In earlier days student who didn’t have enough financial assistance had to give up school and earn their livelihood. Going to college and acquiring a degree turned out to be a dream that never seemed to be fulfilled. Once stuck into the fulfilling the needs of shelter and food, education never got its turn. Work and education could not walk side by side.

As time sped by, expenses got higher. It has now almost become impossible to run a family with one person working. Almost every member of the family after reaching age of maturity goes out into the practical field of life. Yet education always walks alongside career. The reason behind this great turnover is the evolution of a new concept known as “Online Education”. Online education came into the scene after the victorious advent of the internet and technology age. The complicated gadget named as “Personal Computer” had gained so much popularity with time that it had became a necessity in very house. That is when online education came into the scene. Although Online Education is still in its very early stages yet it has attracted a huge number of students.

Online Education can be termed as the most precious gift, the internet as given to a common man. E-learning, began when companies started to educate their employees about the further advancements in their work. Those were the times when computer had begun to popularize and were mostly found in offices of companies and organizations. There were some problems at those times, mostly related to the time co ordination between the instructors and students. However after a few years the multimedia technology came into existence and touched the height of fame in almost an instant. Then e-learning became even more convenient with the use of PowerPoint slides, educative games, and other programs. The process on online education was still quiet slow and restricted to only a few regions.

After the advent of the new millennium, technology came with new horizons which were accessible to all. The internet was streamed with institutions offering online courses and degrees. Los Angeles Schools Run Nation's Second Largest District

In terms of numbers, Los Angeles Schools make up the second largest public school district in the country. Only New York City Schools top them. The issues of running any urban system are complex, but in massive districts the numbers make efforts even more difficult.

Los Angeles Schools Struggle with Graduation Rates

Simply getting students to graduate is a challenge for the Los Angeles Schools. A 2006 USA Today study reported that Los Angeles Schools were among several large urban districts with less than 50% of its students gradating from high school on time. That report put the number of graduates in Los Angeles Schools at 44.2%. This is well under the California state graduation rate of 71%.

Another report released from Princeton University in 2005 estimated the lost income of these dropouts at over $36 billion. These numbers are not surprising to educators in the Los Angeles Schools. Numerous studies over the years have confirmed what Los Angeles Schools teachers know. High School drop-outs are far more likely to become teen parents, commit crimes, and use government funded social and medical services. Graduates have higher incomes, raise better-educated children, and experience other social benefits.

Los Angeles Schools Receive Funds

As the result of a 2005 lawsuit filed by State Schools Chief Jack O’Connell and the California Teachers Association, some of the poorest rated Los Angeles Schools were awarded extra funding in May of 2007. The lawsuit was filed in 2006 against California Governor Schwarzenegger and the California Department of Finance. It alleged that they had failed to appropriately fund Proposition 98 during the 2004 to 2006 school years.

O’Connell is using the lawsuit’s awards to provide $2.7 billion to some of California and Los Angeles Schools’ highest risk schools. The funds are part of a program called the Quality Education Investment Act. The funds will provide chosen Los Angeles Schools with additional per pupil funds of $500 for k-3rd grade, $900 for 4th through 8th, and $1,000 for 9th through 12th . Los Angeles Schools intend to use the money for hiring more teachers, addressing class size concerns, professional development, and hiring in-school counselors.

Los Angeles Schools are in need in many areas. The national achievement gap is huge here because of a large population of English Language Learners, and a low socio-economic population. One concern of the Princeton study mentioned above is that it pointed out huge discrepancies in graduation rates between white and non-white students. African-American students and Hispanic students have the lowest graduation rates; and Los Angeles Schools are largely made up of these student minorities. Over 100 Los Angeles Schools will receive the additional funds over the next seven years.

Pros and Cons of Elearning

As obvious, the term “online education” or “distance learning” simply means what it implies. Through eLearning or distance education programs, students have the capability to enroll in classes that are carried out completely over the internet. Classes are conducted from online colleges and universities across the world, and all that is needed is a bit of motivation from the student’s side to acquire his/her degree online.

Pros of Online Education
There are numerous benefits of acquiring online degree, and those already enrolled in distance education programs know the true worth of the education they receive. The most prominent benefit of studying online is that neither the student nor the teacher has to travel long distances to attend classes at a particular location as eLearning can be conducted from just about anywhere in the world. The courses and online degree programs are carried out over the internet, through online learning management systems, internet char, real-time lectures, webinars etc.

The second benefit is that online students have the capability to study at their own pace. In a traditional setting, students need to finish their given assignments within a particular period of time, while through online education they can study whenever they are free. The online faculty assigns projects with a deadline and students can finish their projects at whatever time they find feasible within that particular deadline.

This leads us to the third benefit of online education, which is that those enrolled in an online college or university can easily balance work, family and their studies, thereby fulfilling all commitments. Instead of being away at a traditional college for about 8 hours a day, they can easily spend time with their family or even carry out work-related tasks while studying online.

Cons of eLearning
Just like anything else in life, eLearning has its disadvantages as well. First of all, there is the downside of there being no face-to-face interaction between the student and the professors. Even though they CAN meet outside the World Wide Web once in a blue moon, but it just does substitute for the entire social interaction that takes place in normal settings. Professors and students just do not get to know each other the way they do in a traditional classroom. Another con to the entire eLearning experience is that the college or university individual’s enroll in might not be properly accredited.

Impact of Media on Learning

Abstract

Media has opened new dimensions in learning. Now education is no longer a constraint for anyone. Media has brought education to the doorstep of each and every individual. All forms of media- the newspaper, radio, television and the internet are equally important in imparting education. As the technology is progressing, the different educational modules are being channeled through certain community access centers like community radio system, televisions, internet, community multi-media centers etc. Media literacy or education does not only mean to be entertained by media but to learn something from it. As a major part of the learning process is concentrated on children, media plays a significant role to satisfy their intellectual curiosity. Children often learn important things through the media, which change their perspective to life. Moreover, radio has now started to enter into the educational sector commonly known as Community Radio System, which indirectly forms the part of e-learning process. Computer-based education has transformed the traditional offerings of distance learning. This medium of education converts the traditional static resources into interactive and interesting online modules for the learners. The primary motive of the Interactive Learning Modules is to create modular interactive learning materials for the development of education and to demonstrate their effectiveness in university curricula as well as industrial training programs. Interactive Learning Modules, which is another form of media, serves the purpose of both the technical and management corporate trainee people along with the people with learning disabilities. The main aim of this article is to focus on the positive effects of media on learning and how different forms of media have contributed to the development of mankind.
